October brought investors considerable price losses. The smoldering US-China trade conflict, the controversy over the Italian budget and speculation about faster than previously expected interest rate hikes in the US has palmed investors off. There were also some disappointing views on the large corporates. So perhaps the market is likely to hold back, at the beginning of the November. 
 

On the economic side, the interest rate session of the Bank of England (BoE) is in focus. Retaining the current key rate of 0.75 percent is considered safe. From the US, construction spending and the ISM PMI for the industry are in the diaries. The company balance sheets remain in focus.

The United States Federal Reserve published on Wednesday the proposal for an overhaul in rules for banks, making the move after years of strict standards which critics said overburdened the system and reduced efficiency. The sector is set to be divided into four categories, with entities from the global list of systemically important banks (G-SIBs) remaining on top.

Is anyone else worried about this?

My first thought: The fed know that there is not much more runway left. The US can’t continue to pay their debts or raise enough taxes, or finance their bond repayments with increasing interest rates. So when the floor falls out of this thing, they will obviously not want to accept responsibility. They will, like any spineless corporate executive in a board meeting, look to point the finger somewhere else. So they are paving the way to allow banks to be irresponsible again, therefore allowing them a perfect opportunity to place the blame on the doorsteps of banks.
